<Receipt-Missing>: A "done" claim with no observed tool output is unsupported.

<Within-Family-Bias>: Self-review by the same model family is biased toward agreement.

[Verified-Done]: This work is complete — with receipts, independent review, and an external anchor.

<L1-Receipt>: A receipt (command + observed output) justifies the claim.

<L2-Out-of-Family>: An independent, different-family reviewer surfaces objections the author cannot see.

<L3-External-Anchor>: The claim conforms to an external standard (NIST / ISO / arc42) whose authority is outside the claimant.
